WONG Tony

Hong Kong Government Chief Information Officer

As the Government Chief Information Officer, Mr WONG supports the Innovation, Technology and Industry Bureau in formulating policies and strategies, and overseeing the implementation of the programmes and initiatives that drive the further development of information technology (IT) and the related industry in Hong Kong.  

Mr WONG is the Government’s principal advisor who provides professional advice on government IT infrastructure, architecture and IT system development, as well as related technical standards and data application.  He leads and coordinates the digital government programme and smart city development with cross-agency responsibilities.  

He also actively champions the adoption of new and advanced IT and the development of innovative applications and services.  Mr WONG oversees the Government’s IT budget and IT investment, its procurement of IT products and services, and formulates the long-term human resources planning for the government IT professionals.

WOLF Gérard

French Minister of Europe and Foreign Affairs, International Sustainable City Federator

WOLF Gérard is a graduate from Agroparistech and Sciences Po, he began his career for more than 15 years at the French Ministry of the Interior, then he spent 14 years as senior vice president at EDF. He is currently the Sustainable city federator for the Ministry of Europe and Foreign Affairs since the last 7 years. For more than 10 years he has also been president of the Sustainable City Task Force at MEDEF International and President of BRICS Access, a company specializing in the BRICS market. It is an honor to receive him for the opening speech of this seminar.

Consul General of France in Hong Kong and Macau

Christile Drulhe was appointed Consul General of France in Hong Kong and Mac au by decree of the President of the French Republic dated 12 May 2022. Previously serving as Deputy Diplomatic Advisor to the Prime Minister (2020- 2022), she took office in Hong Kong on 31 August 2022.

Upon entering the French diplomatic service in 2004, Christile Drulhe was assigned to the Directorate for Asia and Oceania at the Ministry for Europe and Foreign Affairs (2004-2007), before being appointed Political Counsellor at the French Embassy in Beijing (2007-2012). She also held posts in Brussels at the Permanent Representation of France to the European Union (2011-2012) and at the European External Action Service (2012- 2015). On her return to the central administration in Paris, she was appointed Head of the Northeast Asia Department (2015-2019). She then served under the French Permanent Representative to the Pacific Community (2019) and at the Directorate for Economic Diplomacy (2019-2020).

Christile Drulhe holds postgraduate degrees in Public Administration and in Sociology from Sciences Po Paris. She also majored in Philosophy at the Paris-Sorbonne University and in Chinese Studies at the National Institute for Oriental Languages and Civilizations (Inalco). She speaks French, English, German and Mandarin Chinese.

Laurent Tricheur is in charge of Secure Microcontroller Division, Marketing & Application at STMicroelectronics in Hong Kong. Laurent has 20 years of experience in product development and marketing in the semiconductor industry in both Europe and Asia. Laurent was deeply involved in the early stages of NFC introduction around 2015 across China in the smartphone, wearable, and IoT industry, and supported the roll out of innovative services.

WEULERSSE Thierry

Mr Thierry Weulersse is graduated from Ecole Polytechnique and Ecole Nationale Supérieure des Mines de Paris. In 2003, Mr. WEULERSSE joined Thales Group and he has been appointed CEO of Thales in China in 2022 to steer the company’s strategic growth across all its domains in Chinese mainland, Hong Kong, Macau and Mongolia.

PELLETIER Laurent

Veolia, Hong Kong & Macau CEO

Mr Laurent Pelletier graduated with a bachelor degree in Hydraulic Engineering from ENSEEIHT of the University of Toulouse in France and has over 24 years of experience in Water Operation and Management.  

Mr. Pelletier has served in Veolia’s Greater China region since 2002 and gained a lot of experience in dealing with project management issues in PRC, Hong Kong and Macao over the years.

He started in Shanghai in the water business, taking different positions in Pudong Veolia Water, acting at the end as a COO. In 2010, Laurent moved to Hong Kong to take the position of CTO for Asia and support our operations and fast growth in the region.

In 2019, he took over the responsibility of Veolia Hong Kong and diversified Veolia’s portfolio of activities there, not only focusing on waste management but also energy optimization for buildings.

FAYETTE Etienne

Dragages Hong Kong, Head of Digital, Innovation and Transformation

Etienne has been working in the construction industry for more than 12 years. First as a structural designer in France on landmark projects, he joined the Bouygues group with Dragages in Macau in 2014. Etienne developed structural and construction strategies for complex projects in Macau, Singapore, and Manilla, using advanced modelling in BIM and parametric design. He settled in 2018 in Hong Kong to focus on tenders, working to deliver innovative solutions to an ambitious range of projects.

Recently appointed Head of Digital, Innovation and Transformation of Dragages Hong Kong, Etienne is leading a profound a rapid change towards simple and intelligent solutions, addressing key topics of construction safety, low-carbon construction and collaboration in big data. Etienne holds two master’s degrees from the prestigious Ecole Polytechnique and from the Ecole Nationale des Ponts et Chaussees (Bridges and Roads National School) in Paris, France.

Ben Jiang entered the cable industry in 2005 and joined Nexans Group in 2006. He is now the General Manager for Aginode (formerly Nexans Telecom Systems) APAC. He has been engaged in the strategic deployment and business management of the Telecom and Data business during his years of service in Aginode (formerly Nexans Telecom Systems). He led the team to deeply cultivate the vertical markets and key industries, developed global strategic customers, and has won outstanding projects in data centre, finance, healthcare, transportation, high-end manufacturing industries, etc., with continuous business growth. Ben obtained his EMBA Master Degree in China Europe International Business School (CEIBS) in 2018.

Kristy Wong is Associate Director, ESG Investment Specialist, based in Hong Kong. She has over 13 years of experience in ESG advisory across the public and financial sectors in Hong Kong. Prior to joining Amundi, she was Vice President, ESG at Bank of America from 2018 where she was the Asia Pacific Environment Lead. Before this, Kristy has garnered experience in ESG advisory at Ernst & Young and the Hong Kong Productivity Council.

Kristy is a Chartered Environmentalist at the Society for the Environment UK and a Chartered Water and Environmental Manager at the Chartered Institute of Water and Environmental Management. She also holds various professional certificates including the Certificate in ESG Investing from CFA UK, and Certified ESG Analyst (CESGA) from the European Federation of Financial Analysts Societies. Kristy received an MEng degree in Electronic Engineering from the University of York and an MPhil in Electrical and Electronic Engineering from the University of Nottingham.

Societe Generale, Head of Sustainable and Positive Impact Finance, Asia Pacific

Paul-Antoine Thiebot has over 16 years of experience in energy financing and advisory. He began his career at Societe Generale in 2007 in the energy project finance team in Hong Kong and then relocated to London in 2015 where he strengthened the bank’s leading position in the offshore wind sector. Paul-Antoine has played a leading role on numerous advisory and arranging mandates for oil and gas and renewable projects, including multi-billion transactions, to support strategic clients of the bank across the EMEA and APAC regions. In 2023, he moved to Singapore to take up a new role as Director, Energy Transition and Sustainable Finance for Asia Pacific. Paul-Antoine graduated from HEC Paris with a specialisation in Finance.

Lashare Chen, the CEO of HongRax Technology – Distributor of CODRA / Panorama Suite in China – is an accomplished leader with a strong background in automation engineering and an MBA degree. With a notable track record, Lashare has been recognized multiple times as the recipient of the “Person of the Year” award in HongRax.

Over the course of a decade, Lashare has acquired more than 10 invention patents and has spearheaded numerous training programs certified by both domestic and foreign experts in renowned technologies like OPC UA, CANopen and EtherCAT. Lashare’s efforts have also cultivated a global network of esteemed technical experts and partners, such as AWS and Red Hat, enhancing the overall technical prowess of HongRax and expanding its product line.

Mr Leo Li is a sustainability consultant with a decade of experience in Hong Kong. Leo specializes in sustainable building design and green building certification. As an Accredited Professional, Leo has led a wide range of existing and new building development to achieve highest rating under BEAM Plus, LEED and WELL. Leo’s expertise includes wind and natural ventilation, solar energy and daylight, thermal comfort, as well as whole building energy simulation and life cycle carbon. His current work focuses on solutions to decarbonize existing buildings through integrated approach of refurbishment.

KONVITZ Eli

Urban Land Institute Hong Kong, Vice Chair

Eli is an expert in sustainability and urban development with experience on five continents. He consults on urban innovation and development, is Vice-Chair of the Urban Land Institute in Hong Kong, and adjunct Associate Professor at the University of Hong Kong.

Eli has led masterplans for new cities, urban regeneration, transit oriented development, reclamation and waterfront development, industrial, tourism and leisure projects. He is experienced in masterplanning and urban design, large-scale urbanisation and regional strategies, and climate change strategy and policy. In 2006 he led the ground-breaking creation of the evidence base for climate change in the London Plan, and in 2008 he pioneered creation of a mechanism to fund and drive low-carbon retrofit of existing buildings.

Between 2013 and 2022 Eli was Director of Atkins’ Planning and Urban Design practice in South East Asia and Net Zero leader for Asia; Asia Practice Lead for Consulting, Strategy and Advisory; and Chair of Atkins’ Urban Planning Global Network. Prior to joining Atkins, he was at Arup in London and co-founder of startup localCarbon.

Eli is a graduate of The Johns Hopkins University and has an MSc in Town Planning from the University of Newcastle upon Tyne. He is a member of the Pacific Basin Economic Council, a Fellow of the Royal Society for the Arts, and sits on the Hong Kong Institute of Urban Design’s Public Affairs and International and Mainland Affairs Committees and the Advisory Board of AMRACE in Malaysia.

Jenny is the Deputy Secretary General for Hong Kong Green Finance Association (HKGFA), primarily responsible for leading strategic multi-stakeholder engagement across its diverse 160 institutional member firms, private and public sector, regulator and government to advance Hong Kong’s position as a leading sustainable financial and green tech center. Jenny contributes to the CASG Centre for Green and Sustainable Finance capacity building and data analytics workstreams, AIGCC, FC4S, Partnership of Biodiversity and The Finance, and co-developed the HKGFA – HKUST and HKGFA-HKFSI Certificate in Sustainable Finance.

Jenny left a two-decade career in investment banking and consulting to pursue her desire to make a positive impact, shifting the focus of her business and finance experience into sustainability. She co-founded Development Finance Asia and is a life-long learner and passionate about creating a green and sustainable ecosystem, inclusive of finance, ESG and technology.

Jenny previously worked at Goldman Sachs, Credit Suisse and JPMorgan in equity derivatives and prime brokerage, working with alternative asset managers to grow their business, raise capital and access financing. She has lived in London, New York, Tokyo and Hong Kong.

CHEN Tsun

Secretary General, Hong Kong Green Finance Association (HKGFA)

Tsun has over 20 years of experience in the financial services industry. Prior to joining HKGFA, he worked for a number of corporate finance advisory firms and a specialist bank where he was responsible for cross-border mergers and acquisitions, initial public offerings, debt and equity restructurings and direct investments.  Tsun is a qualified solicitor in England & Wales (non-practising), holds a BSc. in History and Philosophy of Science from University College London and is certified by the CFA in ESG Investing.
