LUC MISSIDIMBAZI , Advisor, Head of the Department, Posts, Telecommunications and Digital at the Office of the Prime Minister of Congo.

Luc MISSIDIMBAZI is a Franco-Congolese telecoms engineer with a solid training in telecommunications engineering at the USTL in Lille, after a UIP at the University of Paul Sabatier in Toulouse. He has a long experience in the development of telecommunications in France and Europe, and then in digital development in Africa. He has built an impressive career navigating both the public and private sectors, both in Europe and Africa.

In 2016, Luc MISSIDIMBAZI set up the International Tech and Innovation Fair of Central Africa “OSIANE” which brings together all public, private, institutional and academic actors.

Through OSIANE, it provides significant support to project leaders and startups through the OSIANE Fund, a micro-financing structure for startups.

After a career as an engineer and operations manager at European operators (KAPTECH, Neuf Telecom and SFR), at the telecommunications equipment manufacturer ALCTEL and the Israeli ECI Telecom, he returned to Congo for a career in the public sector.

Luc MISSIDIMBAZI is currently Advisor, Head of the Posts, Telecom and Digital Department, to the Prime Minister with functions as President of the Fund for Universal Access and Service of Electronic Communications (FASUCE) in the Republic of Congo.

Luc MISSIDIMBAZI has also held important positions in the Congolese government sector, including as advisor to the Prime Minister, Head of Government since 2016, after having previously served as an advisor to the Minister of Posts and Telecommunications; National Director of New Technologies, as well as National Coordinator of the Central African Backbone Project (CAB3 financed by the World Bank), Director of Projects and Foresight at the Regulatory Agency for Posts and Electronic Communications (ARPCE), Director General of Technological Innovation at the Ministry of Technological Innovation.

These experiences have enabled him to carry out projects for the construction of telecommunications infrastructures for the Government, to pilot projects for the implementation of national strategies for telecommunications, digital technology and innovation.

Among his achievements are the management of the NIC Congo, the negotiation of funds for the digital transformation, the construction of national fiber optic networks, the construction of Datacenters, the construction of Internet Exchange Points, the establishment of the CIO pole of public institutions in Congo.
Luc MISSIDIMBAZI is in charge of courses at the Higher Institute of Management (ISG) of the Marien Ngouabi University, sharing his expertise and experience with students in the field of information systems, technologies and digital technology. This educational dimension of his career reinforces his commitment to training the next generation of professionals in his field.

In addition to his technical, governmental and international responsibilities, Luc MISSIDIMBAZI is the President of the NGO PRATIC and Promoter of the OSIANE International Technology Exhibition, a major event organized in Brazzaville that highlights technological advances and innovations in the telecommunications sector. Thanks to his commitment and vision, he has been able to combine his career with a notable influence in the technological development of Congo, Africa and the world.
With PRATIC, he set up the first technology incubator at the university.
He set up the digital strategy of the Denis SASSOU N’GUSSO University of Excellence in Brazzaville.
